I don't believe that an "all love" world is possible, or could survive if it were. Love must be earned to be valid. The values for each person is different, and so no one could possible love everyone or even 96% because there is not even one value that 96% of people in the world hold to. Therefore speaking of this question in terms of earned love is pointless. If, however, you are speaking of the question in unconditional terms, that is far more dangerous. With love comes sacrifice, not of self, but for self, and what would happen if everyone sacrificed for everyone else in the world. Everything that makes the world what it is would break down, and not in a good way.

you know this is a very dangerousquestion, because with love comes passion and irate behavior! Love do not always mean peace and calm. You must know this first murders comes from the love of believing something! Wars are from passion and fights are from judging ALSO the need to correct the other person!! So be careful with this love question, it holds great power both good and bad in human eyes
love is not all good! it is a driven force and will balance all things also!

Honestly I don't. Its insane to think of the world in terms of all love. That's kinda like thinking about total world peace, which would be reached IF the world was an all love world. There is just no way you can get all the people in the world to drop their disagreements, anger, grudges, religion, racism, sexism, etc to love all. It may be a wish but its impossible to happen. It wouldn't even happen in terms of 50% because we are talking about BILLIONS of people. A term like billion, million, or even thousand is impossible to reach when you are talking about "all love".
