Every manufacturer has a different name they call it. Just call your dealer and explain to them what you need. I would check with a wrecking yard, they probably have one at a fraction of the price as a new one.

I would call it a crank. Say, "The crank you turn to lower and raise the spare tire."
I'd understand.
Technically, the "spare tire crank mechanism" raises and lowers the spare tire into the "spare tire rack" under the truck bed.

Ford calls them jack tools, but if you visit the dealer, they can order them, a more cost effective route is the local junkyard. Just find a vehicle like yours and pick up a set of jack tools and you are all set.
