He was addressing anyone willing to fall in line behind him...anyone who was angry about the Sept. 11th attack. He was attempting to get everyone he could on his side to justify his predetermined war with Iraq.

In the book Cobra II, it discusses how he was attempting to get plans together for an attack on Iraq before the 9/11 attacks. It also talks about how he attempted to get followers and/or believers to stand behind him as he did this pre-emptive strike. He wanted to make sure he'd have some sort of support throughout the remainder of his term, even though he knew he'd piss off the majority of the country and all the rest of the world. Guess who read the book and recommended it to all of his friends Dick Cheney.

Honestly I can't say that many liberals were impressed. I think his address was geared more towards the mentally, morally and sexually stable, patriotic crowd.
