We can't know for sure, the evidence was sent away as fast as it could be dug up.
Our government has a habit of setting up circumstances so they can go to war and look like they are the good guys coming to save some helpless country from big bad dictators. We rarely see the historical events leading up to the circumstances that are used to start the wars until a couple of generations have retired out of power.
Whether they let it happen by stupidity, let it happen on purpose, or made it happen, we aren't in the position to find out. We have 3 branches of government that are supposed to keep an eye on each other, but they all seem to be owned by the Corporations who benefit from big Spectacles and wars. The corporations get their power from our money. Teddy Roosevelt was the only president to truly confront the Corporations.
If you want change, keep it in your pocket. Your dollar is your vote and the machines don't count.

Did we hold their hands and tell them what to do? No but allowing them to get away with bombing the WTC the first time. Clinton allowed them to have the money to bomb two of our embassies as well as the USS Cole. Clinton even turned down bin Laden when he was in custody. So did our govt make it happen no...But I think Clintons administration made it possible to happen.....Just my 2 pts worth....

Hugo Chavez thinks Cuba's Castro is next thing to a saint.. he's also like hezbollah, with lots of oil backing, so gives gifts to the poor, and imprisons (or kills) those daring to disagree with him.. [[subconsciously the human race is thinking to enable despots, after they get their genocides done we can work out world peace with them, so hey why make waves..]]
