I live in a big city and have been refused politely from dating service requests because of my income level and I know alot of poor people lack companionship.

Set up a service that is for free (to attract low income participants), and get locations of the singles that are known to be in lesser-income. That way you will attract the right audience.

noble idea...but why not start an education service for the poor? something like GED programs for those that dont have a high school diploma.....or a tuturing program for illiterate adults....then the companionship issue will be solved...in an education program single people can meet single people
