is it 2 over 3x? If so multiply everything by 3x to cancel it out:

9(3x) = 2 + 3x^2

3x^2 - 27x + 2 = 0; use quadratic formula

Is it two-thirds x? If so add it to 1x and get 5/3 x.

Then multiply both sides by 3/5 to get 27/5 = x

is that 9=(2/3)x + x or 9=2/(3x)+x

1st one times 3/2 gives x=9*(3/2)=27/2

2nd mult by 3x gives 27x=2 + 3 x^2
3x^2-27x+2=0
