I think it's a metaphor (lifeline as a metaphor for a helpful act.)

A simile is using "like" or "as" to make a direct comparison ("you're like a hummingbird!")

Personification is giving human characteristics to something that is not human, OR using an object to represent human characteristics. ("the flower awoke in the morning and smiled at the Sun.")
I don't see that at all in your example.

Well, if she didn't literally throw the person a lifeline, but only did so figuratively, then it would be a metaphor.
