No..that is not true. However, she did have a younger sister, "HRH The Princess Margaret, Countess of Snowdon" who was somewhat of an embarassment at times as she was rumored to be a pillpopping, alcholic slut who dated married men. She died in 2002 though.
You may be thinking of former US President JF Kennedy.. he had a retarded sister, Rosemary, who was locked away in a mental hospital, she was labotomized in the 1920s and kind of forgotten about for many years.
