This look like its made from silver its from united arab emirates and the year or what i think the year is look somthing like a 1,9,9 a upside v a dash a 1 a E or backwords 3 a 1 and a 9 here is to a coin vary simmuler to the one i have the only diff. is mine is in better shape and the "year"

The photo you have is a United Arab Emirates 1 Riyal coin dated 1973 - 1393. The first date is the Christian date, the second is based on the AH calendar used commonly in the Arab world (based on the number of years since Mohammed fled Mecca).
On your coin, the upside v is 8, and the backward 3 is 4. I'm guessing that your coin is 1998 - 1419. (The AH year doesn't start the same time as the Christian year and is a few days shorter)
