Well actually, I pick Hannibal Lecter
Hes brilliant, a total genius in all areas of studies. His taste in art and music is flawless, his knowledge on the sciences is at genius level, his insight into the human mind is unsurpassed, and yet....his taste in cuisine....not so popular.
Basically, hes the worst kind of villain-one who is able to blend into society, one who can function normally when necessary. His self control means that he can even hide what people might call "insane" behavior.
Killed 9 people, wounded 3 before incarceration, killed 1 and wounded 1 during incarceration, killed at least 10 during and after escaping from the asylum. Not to mention he makes the most exquisite meals.

Hmm... Finally, a tough question! I think it would have to be the Red Skull... Captain America #1. He was a Nazi confidant to Adolf Hitler he's sadistic, genocidal, and bent on world domination...
One of the first bad dudes from the 1940's.
