A mean is an average of numbers, so the mean will always be between the highest and lowest number (if the highest and lowest number are not equal).

that is impossible, for example, if you add 10 10s, you will get 10 as your mean, and if you add 9 10s and 1 11 you will get 10.1, which is greater than the 10s but not the 11, so it is impossible

not possible... the mean is always somewhere between the smallest and largest number (even if some of the numbers are fractional or negative)
