Several Countries do speak Potuguese - Portugal, Brazil, Porto-African Countries, Macau, East Timor, and Malacca in Malaysia (find for the Portuguese Settlement, and ask them to teach you).

move to portugal (or briazil). i guess that's not the cheapest way, but it's the most effective. other than that, i guess find someone who has that as their primary language. using it practically is the best way to acquire a language.
