Here's a way to remember the Order of Operations:
"Please Excuse My Dear Aunt Sally."
Please - Parentheses
Excuse - Exponents
My - Multiplication
Dear - Division
Aunt - Addition
Sally - Subtraction
2(-5/2x+1/2)= (-18)2 Multiply both sides by 2.
-5x+1=-36 Get like terms on the same side by subtracting 1 from each side.
-5x = -37 Divide each side by -5.
x = 37/5
x = 7 2/5
Check by substituting 7 2/5 for x in original equation.
1/8(16y+8)-17= -1/4(8y-16) Distribute the fractions.
16/8y + 8/8 -17 = -8/4y + 16/4 Simplify fractions.
2y + 1 -17 = -2y + 4
+2y .............+2y Add 2y to both sides. Add 1 and -17.
4y -16 = 4
....+16....+16 Get like terms on the same side by adding 16 to each side.
4y = 20 Multiply both sides by 1/4.
1/4(4y) = (20)1/4
y = 5.

You need somebody with a piece of paper to teach you how to do that. Just do the parts you know.
Do you know what order to do operations in? That is not a hard question if you know the order of operations.
parenthesis are most important, take care of stuff in there first
then
exponents
multiplication
division
addition
subtraction
You could divide both sides of the bottom equation by 1/8.
That would get rid of the 1/8 on the left and turn the 1/4 into the number 2. Super easy from there.
If you can't do it from there you need to go into an easier class.

Divide each term by-5 x=37/5=7.40 (or 7 and 2/5)
Second one: What a mess! take t one step at a time.
First, you can see the coefficient in front of the parethesis can easily go into each of the terms inside, so simplify them
Watch out for the negative -1/4!
(2y+1)-17 = -2y+4
2y-16 = -2y+4
4y = 20
y = 5

remember PEMDAS
paranthesis
exponents
multiply
divide
add
subtract
take 1/8 and multiply whts in the paranthesis
then take -1/4 and divide what is in the paranthesiswhen you get your answer
for both take the y from the right sideand bring it over to the left and yes it is going to be a negative, then the answer that does not have a y take it to the right nad is going to be a postive
then divide both problems from the y
