It's a function of the browser. There is nothing you can do about it, short of designing/building your own browser with left-side scroll.

Yeah, they must have placed all of it correct contained in the middle. The links bar, the toolbar, the vertical scroll, the horizontal scroll, and the clock might want to be correct there, contained in the middle.
