It's short for his nick name Jay-hova.. which is a play on Jahova(like Jehovah).. he uses this to suggest that he is the savior of rap.

"Jehovah" is referred to as the name of God. (i.e the religion "Jehovah's Witnesses") So Jay-Hova is the nickname implying thast Jay-Z is the "god" of rap.
