When someone says that they are "in love with you" but "I don't love you" I would assume.. he means- That he is in love with you, but doesn't like who you are. Meaning, that he is crazy about you, and he wishes he didn't feel the way he does about you, because he doesn't like things that you say, do, or act like. He feels powerlessness. Like he can't help but love you, but he doesn't want to love you. He knows that it isn't in his best interest to be with you. If this guy gets more self confidence, and becomes stronger. I believe he will get out of this relationship. This is just my opinion.

maybe he meant I love you but I am not in love with you. Same thing. Basically he is nicely telling you to screw off.

He is telling you he loves you like a friend, not as a lover.
