what would I wear underneath it blue outfit or white? She is the pink Care Bear.

In the fabric stores, they carry foam buy the yard. You'll find it in the upholstery section. It comes in various thicknesses.You'll need an electric knife to carve and some fabric to make straps and hook and loop tape. Instructions: Draw a cloud shape the size you want to cover the front of your body on a piece of paper.Measure this and double it (one cloud for your front and one for your back ) This will tell how much foam you need to purchase.At this time buy some sturdy fabric to make straps to suspend the cloud over your shoulders. Cut the 2 cloud shapes out of the foam, rounding the edges. Attach the 2 side edges ONLY.I would recommend a strong adhesive like Spray 77. Step inside the 2 clouds, raise it to a position you'll like and attach the straps to go over your shoulders and firmly attach them. Spray the foam with the glue if you wish and attach poly fill to it,fluffing it out for fullness.Since it is a costume, i would spray on some glitter,Dress in a white turtleneck and white tights.Wouldn't it be fun to make a rainbow headband to wear in your hair? buy some white gauzy material, some batting to stuff inside, cut out a cloud shape on a piece of cardboard to use as a template, cut the fabric at least 1/2" larger than the template and sew it up....leaving a small opening for the batting. Then stitch up the opening. Voila.... a cloud

Use poly fill from the craft stores for the cloud. It is used to stuff pillows with.

Go to a craft store and buy the stuff that is used to stuff pillows and blankets. That or plain cotton should suit your needs.

i would try using cardboard and make it like they do angelwings , but shape it like a cloud and cover it with batting or fiberfill. sounds like a good costume good luck on it.
