When your area becomes worth the cost to make it available. Think if you are the GM of a cable or phone company. All people in all areas want high speed Internet access. It cost you money to get it to these areas, so where do you do it first? The areas with the most probable users (per square mile) i.e. the area that cost you the least amount to get it up and running, while giving the greatest return on this cost.
