simply stated... they've come close but never gotten to absolute zero

it has been not, infact its a hypothetical statement that has been given by kelvin. if you know the theory of absolute zero it states that most important aspect is that the substance should not change its physical state during this whole experiment and we have to keep pressure constant. I don't thing there's any chemical or compound which will follow above rules for a big change in temperature. so its only hypothetical assumption which was further used by charles to give the law. " AT constant pressure the volume of any gas is directly proportional to its absolute temperature"

Absolute zero, or the point where molecues stop moving, is impossible according to quantum mechanics. According to quantum mechanics, the energy of a system can never drop below its zero-point energy or the lowest energy a quantum mechanical system can get. Since absolute zero is below that, it is physically impossible.
