It isn't illegal unless there is state law passed saying that the age of consent is different than 18. Now on to the ethical side of the question. Is it ethical? Depends on ones own morals and values. If I myself found myself in a situation such as that I am uncertain of what I might do. It would depend on the emotional attachment more than the physical one. I can have physical feelings for someone but absolutley no emotional ones and what fun is that? All physical and no emotions can make a guy no fun.
Now assuming the school had regualtions against this, the only law the two are breaking is the schools and that can lead to loosing teaching privelages and getting kicked out of college.

I don't think it has to do with the age difference say in college or I guess even High School, it has to do with the saying brownie points or the fact that it can make a difference in grades being that it's not fair to the other classmates who have to work hard for they're grades.....With that being said there is also a possibility of a teacher or a student becoming possessive saying that a teacher shows another classmate more attention suddenly or a classmate shows another teacher or another classmate attention there are so many negative outcomes that follow that and only one if any positive I think it is just best for everyone to have that as not acceptable in todays society.....

No I don't believe it is illegal, because 18 is usually past the legal age of consent.
Of course a 23 year old high school teacher who gets together with an 18 year old student is asking to lose their job.

The operative words are "illegal" & "underage" in your question. If the student was 18, it would not matter if the teacher was 23 or 63 because they are not underage, hence it is not illegal. It may be found immoral (or other terms deemed not apprpriate). As such, how it would be handled would be based on the infraction, but it would not be criminal.

The teacher would be fired ... but legally after 17 they can have sex with anyone older as long as they consent, however they may not be exploited for publication (porno) until after 18.
Yet, under 16 the parents may and can seek prosecution of the partner since the 16 y.o. (or younger) cannot agree to consent. However in states where the marriage age is below 16 it gets even trickier....

That is not a big deal at all because 18 years of age is not a minor however, if a teacher is in her 20's and sleeps with a 14 year old that is a big problem. I have a 14 yr. old son and if any of his teachers was to seduce him in anyway, I would press serious charges...
A teacher that is after a child so young is desperate and has serious issues...

When they are above the age of consent it stops being illegal & just reverts to being unethical. Just like it was unethical with Clinton. For the teacher to have sex with the student it shows the teachers lack of judgement. For decades female students were said to have sex with male teachers for a grade, maybe with femnism now male students are have it for grades also.

It is then just a moral issue. But a Teacher really shouldn't take that path. Regardless of age, a teacher should remain almost sexless, in the fact that they are pillars of knowledge.
They are supposed to be role models.
This sort of behaviour would in effect pull the teacher down to the students' level, and open to criticism.
In my opinion, The teacher should set a better example.
These people are your teachers!! They should remain in a position where we can respect them, as long as they are our teachers.
Regardless of age.

Of legal age or not, any sexual relationship between a teacher and his/her student is unethical from the professional perspective. Moreso when said student is handled within the class of the teacher; and the display of affection is done in public, i.e., within plain sight of other students and teachers.

In most states it is illegal. The theory goes because the teacher is in a position of authority over the student, the stunts is not able to freely consent.
I'm not saying if that is right or wrong, but that's the way it is.
