mother and father are responsible for child care. when the gov't has to get involved because of parents' screw ups it does not help the kid, gov't should be an emergency, short time solution. Of course in extreme cases,i.e. parents get killed and no relatives are around then long term foster care must be the answer. and gov't should provide much better care in these cases than is currently the case. Kids need parents love, spend quality time like saturday ball games (leagues are the best, where kids play and are coached by local parents), eat at the dinner table together when possible etc. IF YOU'RE GOING TO HAVE A KID, IT IS YOUR RESPONSIBLITY TO DO EVERYTHING IN YOUR POWER TO MAKE THAT LIFE THE BEST POSSIBLE.

This is an extremely complex question steeped in politics.
My personal opinion is that if you make the choice to have children, you should darn well prepare for them by budgeting enough so that either parent can stay home with the child until school age (if work or career is your choice)
The situation becomes far more complex when factoring in single parents, teens and divorced couples.
The bottom line is that income tax needs to be re-vamped to favour couples. Incomes need to be added together and divided by the number of members in the family unit, thereby creating a fairer financial base with which to tax the family. In that way, the process becomes steam-lined and simplified, deductions would be limited to straight expense percentages and parents would have a greater income base with which to raiser their family as they so choose. Taxes would be more fairly based on income, bureaucracy is streamlined in the process, and so would the social service net, saving billions of tax dollars.
Go figure.

Arranging for child care is the responsibility of their parents; so are paying for child care and making sure your child is safe where you take them. However, if somebody wants to start a child care business, it's the government's job to set and monitor standards (safety, cleanliness, etc.)
Also, just as the gov't provides aid for low-income parents to help them feed their kids, I personally think it's reasonable for the gov't to provide aid to help low income parents get back to work.
In my state, some folks want to expand the K-12 compulsory education system to include preschool. I'm still out on that question; I think unless you're talking about a Montessori program, it's not truly education on the same level as kindergarten. So it should be left in the private sector.

Why would we want the government caring for our kids? The biggest problem with this country is that, people wont take responsibility for themselves. Why do people think everything should fall on the government?

It is the parent's responsibility to care for their brats.
Why would I want to pay for your mistakes?
