Depends on the person - as with everything else. I was bullied in school terribly - and later in my life had a couple of the main bullies apologize for treating me badly. Heck - they even bought me a beer and we hung out for a bit. They're still jerkish - but I give them props for growth of some kind.

no i was bullied when i was younger it makes you cold inside it turned me into a bully and i started fighting back bullying the bullies and everyone else until one day you realize you are worse than the people who used to pick on you and everyone is afraid of you

Actually some bullies don't even remember bullying incidents. When I confronted a couple of them about their behavior when they were kids they hadn't a clue as to what I was talking about, blanked it out from their own mind apparently.No apologies, only sheepish looking expressions and shoulder shrugs like "I dunno why I did that, did i really do that?"

Most bullies do not apologize. But when they see that you are already powerful years later, they will do their best to slink away from your sight. They will never have the courage to apologize but given the slightest opportunity, they'd do their best to grovel and ingratiate themselves with you.
