They have a ranking based on results during the last 5 years, but the system has been seriously questioned, like Mexico has never been into semi finals was before the world cup #4. Germany dropped to 19 because they played no qualifiers. The FIFA ranking is based more on a system of points than rather evaluating the players and the most current success of a national team. After the 1998 world cup was the only time I can remembre Brazil was not 1, but they have never been lower than number 2.

France deserves to be lower, but as for Brazil #1 - I have no idea. Was there ever a time they weren't number 1?

oh,I dont know why,but I dont think Brazil stay number1 forever,although they try to play acceptable but u shoulnt forget them in WC 2006!Not only they werent number1,but also they didnt play as high as many body describe!
