Omega Red (Arkady Rossovich) is a comic book supervillain in the Marvel Comics universe and a foe of the X-Men. His first appearance was X-Men (vol. 2) #4 (1992).

Spiral is a fictional character, a supervillainess in the Marvel Comics universe. She first appeared in the Longshot miniseries by Ann Nocenti and Art Adams. In some comics she is drawn as having only four fingers on each hand, in others five.

Forearm is a fictional mutant villain in the Marvel Comics universe. He was first introduced as a member of the Mutant Liberation Front in the comic title New Mutants.

It might help if you were more specific about the appearance other than arms.

I don't think anyone else has said this one yet, but I am just going to guess you mean Forearm, who was an X-Men and X-Force villain.

doctor octopus has the four metallic tentacles, but the x-men villianess spiral actually has six "natural", non-cybernetic or grafted, arms. she's not very well known anymore though.
