Yes, I think you should wear a dress, assuming you are a female. My daughter wore a dress to every one of her homecoming dances. Talk to your friends at school, or ask to see an old yearbook and look at what the girls wore last year to get an idea. You can get by with something a little informal, but still a dress is appropriate. Of course, you don't indicate where you are from and this may depend on what climate you live in, but I live in Michigan, and the girls here where dresses to homecoming, and the boys where suits.
Have fun, no matter what you wear. And go, even if you don't have the greatest dress or you don't have a date. You will still have fun!

You should wear what every you want. But, you might want to ask older students what they are wearing. At my school the homecoming dance was not a formal or semi-formal event. It was a nice skirt and top and most of the guys were in jeans. I found that out freshman year when my friends and I showed up in puffy dresses. We still had fun, but were over dressed.

I think you can wear anything you want to wear to any function. I showed up at my senior prom in a white tux. I had a blast!! No one else would have had the guts to pull it off, but I did.

It doesn't matter what season or month it is, you can wear a dress.
