To answer the first part of your question, yes, you must be an “EMT” before becoming a “Paramedic”. (When people say "EMT" they are typically referring to an EMT at the Basic level, i.e. EMT-B. When people say Paramedic, they typically are referring to EMT's at the most advanced level, EMT-P). EMT-B or EMT-I is a requirement to be able to even apply for your certification.
There are 4 levels of EMT's in the National Registry Certification ([1]Basic, [2]Intermediate 85, [3]Intermediate 99, and [4]Paramedic). (Note, states may vary their terms or levels, but all basically mimic the National standard). You do not have to be an EMT-Intermediate to become a paramedic, you can go straight from Basic to Paramedic. Many counties and states don’t even certify EMT-Intermediates, they only have EMT-Basics and EMT-Paramedics.
Many of the good public Paramedic programs also require that you have 6 months to a year of EMT-B experience before you are allowed to even apply to the school. These highly rated college or private programs are in high demand and require the experience to lower the chance of dropout students. Some private (and more expensive schools) let you go straight into their classes with no work experience.

There are four levels of EMT. Paramedic is the fourth. You have to start with EMT-1 training, also known as EMT-basic. That's followed by EMT-2, or EMT-intermediate, then EMT-3 (EMT-advanced), and finally EMT-4, also called EMT-paramedic (or just paramedic). So yes, you do have to start as an EMT before becoming a paramedic, and once you're a paramedic you're still an EMT.

Yes. There are 3 main levels of EMT. EMT-Basic, EMT-Intermediate, and EMT-Paramedic.
To be an EMT-P or EMT-I you need to already be an EMT-B (or EMT).
The highest certification you can hold in EMS is EMT-P or paramedic.

Depending on what state you're in an EMT is a paramedic. For the state of AZ it's a certification. You can take it at almost any community college and you will also take a year of residency in an ER. Good luck!

I believe you become an ETM and after becoming paramedic you could choose to go into air rescue...Thats what my nephew is Air Rescue,,,Good money but brave work!!! in California..now he is applying and took the test for Oregon...
