What are the different hats that a
Governor must at times put on?
1) Chief of State
What are their duties in this role?
Ceremonial functions include:
Dedicating new highways, attending
funeral, proclaiming special days.
Why are ceremonial duties important?
1)Political rewards such as image building
-Very time consuming activity.
2) Economic rewards such as attracting
Foreign auto manufacturers to the state.
2) Commander-in-Chief
-Head of the state’s National Guard.
How does the Constitution affect the role?
States appoint officers (state adjutant
general is their commander) and
Congress organizes, arms, and finances.
When may a governor call it into service?
Such emergencies as floods, tornadoes,
Or urban riots. President may summon it.
Why did Congress limit the governor’s
control of the National Guard in 1986?
Some governors refused to send their
State troops to Central America for
training exercises in 1986.
3. Chief Administrator
-Responsibility for managing all agencies.
-Many states have adopted a cabinet
Form of executive branch organization.
WHY did this change take place?
Efficiency reform that focuses power in
The hands of the governor through
the appointment of dept. secretaries.
-Collectively report to and advise the GOV

It is too long to list,let's just say that each State Governor has to over look everything from finances to budgets for fiscal year, education, ...etc
he has a big responsibility.
He can even submit to the house for classical music to be played for newborns in the hospital if it is passed.

They manage the state. They actually have quite a big responsibility. The feds are supposed to only be there for support...i.e. military .....but the states actually have smaller versions of what the feds have. This is a good system.
