As the others said, that's the front main seal. This is the seal that should prevent oil from leaking out around the end of the crankshaft. It is usually not that hard a repair but it will require getting a lot of belts and things out of the way. Figure on 2-4 hours of labor.
If your car uses a rubber timing belt, this is a very good time to have it replaced. Probably a good time to replace the water pump, too.

All the front engine seals need to be replaced at this time water pump and a new engine timing belt too. First you need to see if removing the oil fill cap slows the drip drip down indicating the 10 year old car engine has either worn out or the positive crankcase ventilation system is plugged. How much air is blowing out the cap? Warning on Hot motors this might be a fire risk!

those neons, breeze's and stratus' are famous for rear main seals leaking badly. these would show up as oil leaking from the area where the trans and engine bolt together, also.. they are notorious for oil leaking from the head gasket. along the rear edge, and down the backside of the block. also valve covers leak alot. the chryslers are not the best thing for someone who likes a clean driveway!! as for the area around the balancer, look at the inside of the plastic timing belt cover. if its real oily, look at the belt, too. if the belt is all oily, i would suspect a front cam seal, or a front crank seal. replace them both if its all oily inside that area. repl thetiming belt and water pump while you are there.

Ouch! Thats the main bearing seal leaking.
The main bearing seal holds the crankshaft (the bottom part of the piston).
The harmonic balancer goes in front of the main bearing. This is a job for a shop because you have to lift the engine to replace this seal. This is a costly repair because of the items they have to remove to get to it.
Dont use any kind of oil sealants to stop the leak in your car if you plan to keep it. They do more harm than good.
