Rogue, from X-men definitely comes in first. This being the Rogue from the comics, not Rogue from the movies. (No offense to Anna Paquin; she's a great actress, her character just went out like a punk in The Last Stand) Anyway, X-men's Polaris is a close second (who wouldn't want to be able to manipulate any metal on the planet, including the iron in people's blood?). Dark Phoenix rounds out the list, though not so much because she killed like 5 billion people, more because of the cool costume.
