With polar bears, ice cream, ice cubes, you said without using snow but can you use snowflakes instead of snow mounds, popsicles, frozen veggie packages, frosted mugs, refrigerators/freezers, ice cream makers, TV dinners, ice skates, skis, snowboards, gloves/mittens, scarves, coats, hats, sweaters, quilts, fireplaces (interesting play on the word cold since you're using the fire to fight the cold), thermometers with low temperatures. The things that are more rigid in nature you can use by having small drawings stacked on top of each other.
