If you're taking off the front pulley you "must" have that special puller. I have one. If just getting the bolt out is all you need and you don't have an air impact wrench as others have suggested, here's a simple trick... The engine cranks in a clockwise direction, right? And the bolt comes out in a counter-clockwise direction, right. What you want to do is unplug the coil and use the starter to turn the engine while bracing the bolt with a socket on a breaker bar. Just "bump" the starter to break the bolt loose. Be careful to brace the breaker bar so it won't flip outta there when you hit the starter.

Do you mean crankshaft fan belt pulley. Technician might call that a harmonic balancer. The center bolt is not your only problem. I remove it with a 1/2" air powered impact wrench. A special puller is needed to get the balancer off of the crankshaft to replace the timing belt engine seal or both. OTC tool company makes just such a puller and I have one.

I have PT Cruiser right now and it is similar to your Neon. I tell ya it is pretty hard to do. The flywheel is sandwiched between the engine and tranny. Since our cars are front wheel drivers, this is especially hard. You cannot just drop the tranny and get to the flywheel because the engine sits on the tranny. They all do in front wheel drivers.
You have to lift the engine up to get the engine to separate from the tranny to get to the flywheel. Its a tough job. I would recommend this to be done at a shop that has a engine hoist.

you just about have to use an impact wrench on it,,or air gun,,as some call it,,that will jerk it off real fast,if you try to just turn it off it turns the motor,,as i guess you have figured out by now,,some of them can be really hard to get off sometimes,,i own a repair shop and i even have a hard time with some of them,,hope you get it off,,good luck with it,,maybe this will help.
