Article V of the constitution
"The congress whenever two thirds of the house shall deem it necessary, shall propose admendments to the constitution, or, on the Application of the legislatures of two thirds of the several states, shall call a convention for proposing amendments..."
Anyone can create one in theory, but they need to have the support of either congress or 30 something states.

Amendments to US Constitution are created by congress. They need super majority in both houses and be ratified by 3/4 of states.

house of senate and house of representatives. they have this whole process. im sure u wil learn it in 8th grade. and the president sort of helps too.. he can "veto" a bill. which might turn into a law or amendment
