It means that the foreskin of the penis is sliced off. Many women like the look of a circumcised penis, but it's not necessary and can cause problems later in life. It is a small operation by which part of the foreskin of a penis is removed, usually done in infancy.
The Jewish and Muslim religions do it soon after birth of each male child, it is a religious ritual in both of these religions.
When the operation is done for health purposes (especially to an adult) it is done to correct a problem called Phimosis.

when a baby boy is born, covering the head of the penis is a bunch of skin called foreskin. at a certain age during infancy, the baby boy is taken to a bris, or a person who circumcizes. the actual circumcision is when the bris cuts off the foreskin and the head of the penis is clearly visible.
