if 1 of 10 performed poorly, it's most likely that person.

Thats an interesting question. As a supervisor, I would have to say maybe. Perhaps the manager didn't train the new employee as best s/he could, and the employee got blamed. I have seen it happen many times.

However, sometimes even if the manager is terrible, employees preform well. Why? Many times these employees go the extra mile and seek answers or training instead of having it handed to them. I have been there, believe me. One of my former managers just took up space, but I still performed well because I asked my peers for help and asked questions!

There is no one answer...it depends on the people involved and the situation.

Not necessarily. The new employee may not have the work ethic needed or may not be able to work without supervision. Also the new employee and the type of work may not be a good match.
