I was able to login into the webstie with no problem but then the "reject cookie?" box came up a few time and i deleted them all...now whenever i try to login it won't let me! it just keeps returning to the login screen!!! what do i do??

Try using CCleaner to clear all personal data, and try again.

Open your internet explorer windows .. go to tools .. then go to internet options and go to privacy and you'll see a bar that can move up and down on your left .. well move it downwards, until it says accepts all cookies. THEN retry login on, if that don't work PLEASE put the bar back to medium.
Also, the cookies won't cause you to not be able to log into a website. Check to make sure the owner of the website didn't disable your password, then double check to make sure YOUR typing in the correct password. We need to make sure get out the way and try narrow down what's the problem.
