Hmmm . . . I think I read somewhere that cold hands and cold feet could be caused by a shortage of salt in one's diet. There was some other mineral mentioned in another place too. Try taking vitamins and eating the recommended amount of salt daily. I used to get really numb hands in very mild weather. I could hardly type in very cold air conditioning. Also, I think exposing your skin to hot temperatures can do something to the blood vessels to make it harder to warm up too. I used to stand in front of the heater in the winter, so that might have caused my cold hands too. There's a name for that disorder, but I forgot what it is. Anyway, eating healthier is always a good idea. And watch out that you aren't exposing your skin to a lot of heat or rapid fluctuations in temperature. As far as the penis part, it could be that you're noticing some retraction after masturbation. That's common. I can't really tell from your question if it's that, but it can be. Good night!

Edit: I found the name of the disease I was thinking of: Raynaud's Disease. Here it is on Wikipedia: http://en.wikipedia.org/wiki/Raynaud%27s_disease
Apparently caffeine worsens it. I used to drink a lot of caffeine too, so that may have been a factor in my problem.
Good night!

It's a blood circulation thing. Blood gets to the extremities last - and they're the first to be cut off if your internal organs (for whatever reason) need that blood.

Same reason why our fingers and toes catch frostbite in the winter and our shoulders never do.

As for your penis, it's meant to be that way. They start small, fill with blood and get big. Then the blood goes back to your brain (where I'm sure it was very much missed) and your penis returns to it's 'natural' state.

If your hands and feet get cold AND go numb, then get checked out by a doctor for circulation problems.
I think you're fine.
