Yes, the landlord can raise the rent. It all depends on what area you live if there is rent control. Call your Govt. about rent control and tell them your address and problem. If a letter is sent out legal explaining why the rent will be increased then you will have to pay or move. If you are a single person tell the landlord you can not afford it. If he doesn't care, flip the script on him. Call a meeting of all the tenants and make it a point for the landlord to be there and tell him no one can afford the increase. Barter with him.

Usually, rent can only be raised when the lease is up for renewal. In some places, leases become "month to month" after the first lease period, in which case, they can raise the rent at anytime if they give a suitable amount of notice (2 months would probably cover that). They can also raise it if they wrote into your lease a clause that allows them to do so (usually, there would be some minimum notice they would have to give, they would also have to let you out of the lease without penelity in this circumstance if you chose to leave after recieving the notice).

Unless your lease has some kind of escape hatch for the landlord, which is not likely, the landlord cannot increase your rent until the lease has run.

depends on what your lease says regarding the rent. it may have a disclaimer on it! read it or call your local renters association for them to review it for you.
