There is 1 second per 1000 milliseconds.


3.5 (seconds) * [ 1000 (milliseconds) / 1 (second) ]

[3.5 * 1000 / 1] (milliseconds * seconds / seconds)
=[3500] (milliseconds)

Mill or mil is a french word for Thousand or 1000
So Mil a second = 1000 @ second
3 mil @ 1000 = 3000
.5 or 1/2 1000 = 1000 div 50 or 05 = 500
so
3000 + 500 = 3500 Mil@sec :)
