Long story short, I have been having problems with my neighbor's 2 dogs digging under our fence and getting into our yard with our dogs for quite awhile. Not to mention, they have messed up the fence in numerous places. Our neighbors put a hand written letter without an envelope nor a stamp (of course) into my mailbox today basically making up stories and threatening us to get us back.

I will have to agree that it is not legal. Technically, the mailbox is for use by the US mail carrier, you, and no-one else. I did a little stint with UPS, and they said never leave a package in, or hanging from the USPS mail box, big trouble, etc.

That's against the law.
No one has the right to even open another's mail box.
It may often be done without any harm, but the box is for US MAIL.

You won't be able to prove anything without witnesses.

Its a federal crime.... big no no
Not many people think of it as a big deal but it is totally against the law.

no. it is illegal to tamper with a mail box but not to put any unmarked envelopes in, same as it is not illigal to take your mail out.
