He doesn't say "ho ho ho" he laughes and the sound of ho ho ho comes out. The real sound doesn't phenetically spell out to ho-ho-ho, but it is a deeper, more loving sound that we've packaged up into this goofy words.

Santa Claus is supposed to be jolly (as in Jolly old St. Nick) so I suppose Ho Ho Ho is how jolly people laugh.

I bet he says other stuff in other languages. Like, some people write a dog's bark as, "woof", while others write, "arf." It's just a way of writing a big, jolly laugh. Onomatopeia.
