NO, but if you're wanted in another state & you try to get a license in yet another state & they find out your wanted or that you have a revoked or suspended license they can hold you over for other state. Your state Id and/or license is like an MRI scan of your past it's an internal check.

probably not I was suspended in NY but I had a Maine drivers license so I thought that I could drive every were except NY and then I was arrested for operating after suspension in Maine

Unless the laws have changed then the answer will be yes but you will not be legally able to drive in California.

if you lie it will come up on the state licensing department authorization screen before they issue you a drivers license! everything is computerized and they will know because it will be crossed checked!
