water seeks its own level. Laying one end of the hose lower than the other will cause water to spill. Only when the hose is perfectly level will water not overflow.

If you put the water hose where all of it is on the ground, so water can flow without being hindered and the ends are propped up, then you can pour water into one end until it comes out the other end. Then you begin lowering this end until when you pour in water very very slowly, none emerges on the other end. At this point both ends of the hose are very close to level.

The garden hose has to be clear and not totally full
