Lovely question(s), Moon. I intend to answer both your male and female fave singers queries. :)
As I've previously provided favourite song (and artist) lists elsewhere on this site, I'll just stick to the vocalists, okay?
For me, the best male singing voices invariably hail from across the pond, whether in England, Scotland, Ireland or Wales. Indeed, there is very definitely a strong Celtic influence to be found in almost all of my favourite singers, male or female. I do think the culture over there lends itself more to a singing environment than here in the States. Beyond the wonderful pub sing-alongs, they even sing in full voice at football matches. That is just unheard of over here and it's really something to behold, especially listening to (and feeling!) "You'll Never Walk Alone" being sung by tens of thousands of Scousers at Anfield while their beloved Liverpool FC plays. Just amazing...
Speaking of Liverpool, I don't think you can top the melodic voices of The Beatles (their harmonies were and remain second to none), most notably John Lennon and Paul McCartney... Staying close to home but one generation removed, fellow Liverpudlian Ian McCulloch, of Echo & the Bunnymen fame, may well have the very best male singing voice I've ever heard. Just brilliant!
Thom Yorke of Radiohead has an exceptionally good voice and quite a range (he can really hit the high notes)... Love 'em or hate 'em, the Gallagher brothers of Oasis can both sing beautifully, especially Liam... Richard Ashcroft, formerly the frontman for The Verve, has an exceptionally good voice, too... I also really like Chris Martin of Coldplay. Fantastic voice!
The wonderful Welsh singer-songwriter David Gray has an excellent voice, so incredibly honest and earnest (his female counterpart would be Beth Orton)... The lead singer of the now-defunct band James, Tim Booth, has a really good, strong voice... I like Jame Blunt's voice, as well; acquired taste though it may be for some... And of course no list of great male vocalists would be complete without Bono (Paul Hewson), a favourite of mine going back to my high school days. Pity the cigarettes have taken a toll on those quintessentially Irish pipes. (Note: The Edge sings beautifully, as well, though most fail to recognize the fact.)
Some others that warrant mention here (and I feel sure I am leaving out plenty) include: David Bowie, Peter Gabriel, Brian Ferry, Jim Morrison, Smokey Robinson, Steve Kilbey (from the great Aussie band The Church), both of the Tears for Fears vocalists (Roland Orzabal and Curt Smith) and, last but not least, the young Frank Sinatra. Can't top that!
