installing the F40 bulbs in one fixture only one bulb would light
whats wrong. with another fixture in hotter weather the fixture would shut down for a while then relight off and on?

Check connection between ballast and sockets where bad bulb is. If all ok, then replace ballast

this may have nothing to do with the ballast.
When the bulb shuts off "by itself", try to turn it slightly and see whether it comes on again.
Quite often it is those 2 + 2 contacts at the end of the tube which are the culprits. Either -
- corroded
- you havent turned the tube properly 90 degrees
- one of the 2 end sockets is not fixed firmly and bends outwards.
