If you add water to acid (unsafe if the acid is concentrated) you will dilute it, but not neutralize it. If you want to neutralize it you will have to add an alkaline substance. If you add the right amount you will end up with a PH-neutral salt solution.

Water could dilute acids to the point that the acid is unrecognizable by any senses. However, it's still there (water has no neutralizing capabilites), and unless you have a base, there will always be a prescence no matter how minute it is.

Water is right in the middle on the PH level. So enough water will neutralize any acid. That is, if the two are able to mix....

no water cannot neutralise an acid. water is neutral. acids are acidic because they contain H+ ions in solution. alkalis are alkaline because they contain OH- ions in solution.
neutralisation occurs by the following equation:

H+ + OH- ----> H2O

so to neutralise an acid you need a base

water contains H+ and OH- ions in equal concentrations, so adding it to an acid wouldnt neutralise the acid. adding water to an acid just dilutes it.

adding a solute would have no effect unless the solute was basic/alkaline
