I found that a solution called mean Green can be used, but spray directly onto the racks while they are out of the oven. There is a smell that this mean green gives off. I use it on a lot of different greasy appliances. Let the solution set on the racks for a short time(approx) four-five minutes if you can. Watch for the grease to start dripping off. I also use rubber gloves for safety reasons while cleaning the grease off. If that doesn't work then you might have to replace the items. After all, the oven get up to 500 degrees F* and that might just bake the stains into the racks too.

You can purchase spray cans of "Oven Cleaner" at your grocery store or local hardware store. Lay the racks down in your sink and spray them liberally with the cleaner. Let the racks sit for 5 minutes or so, then scrub the stained areas with a rough plastic mesh scrubbie pad or sponge. Rinse them with warm water and let dry.
Really bad places may require you to go back once more and repeat the process.
Do not get the spray all over the place. It is pretty strong stuff. You might want to read the directions and cautions on the can first.

I've been using this easy method for years,
1. Big over sized trash bag
2. Oven cleaner
Put racks in bag, take a deep breath and start spraying all in the bag on the racks, both sides and both racks... then roll up the edge of the bag for the night, next morning, if you sink is big spray them there if it is convenient, take them outside and spray them with a hose, rarely has something not come off, usually they are perfect and ready to go back in the oven

I have soaked mine in the bathtub in very hot water with any all purpose cleaner I happen to have on hand. Soak for at least an hour. Most stains will wipe right off and those that won't will come loose with a Brillo pad. You can line the tub with towels to prevent scratching your tub.

I've not tried it yet, but I read that putting racks into a garbage bag and add some ammonia. Tie it shut. Next day, take out and rinse off. Apparently the ammonia really helps to get the baked on grease off.

We let them soak for a couple of hours/days in hot water with cleaner mixed in, then clean it outside with a hose, rubber gloves, and a steel wool pad. It doesn't take too long for us.
