clicking from the steering rack would mean that the rack is worn to the point that the pinion gear is ratcheting- not very likely!
What is more likely is that your car is front wheel drive and a constant velocity joint is worn out causing the clicking sound when you are making a turn!

Yes, get a second opinion, CV joint failure is a very common thing as a car gets older.

Here is the way to tell the two apart. Get in a big parking lot, and make the car go in a large circle at modest speed. A bad CV joint will continue to click or make a throbbing sound all the way around. The steeering rack should only make strange noises as you turn the steering wheel.

Do you notice the clicking or clunking more when turning at very low speeds (as in a parking lot)? If so, one of your CV boots might be damaged, letting road grime and water into your CV joint on that wheel.

Don't put off that repair, if your CV joint gets badly damaged your wheel could seize up or worse.

It sounds like a bad CV joint to me. Much cheaper to repair than a rack too.

Please get another opinion. It sounds to me like it is most certainly the outer CV joint on the axle on the same side to which you turn and hear the click
