I would like to build it either from scratch or from used parts. Time is not an issue, but money can be.

Get a Fiat 100 and A Fiat 500 and weld them together.

Trust me - it's usually cheapest to get a project car that's as complete as possible, or at best two parts cars that you can combine into one good one. I've done restoration projects and tracking down the little parts almost always costs more time and money than what it would take to start with a better car.
