Open your control panel by pressing Start--Control Panel, and double click display, then click Settings, then Advanced, then Monitor. Set your refresh rate to the highest possible. That ought to take care of it.

Well, perhaps you should probably be looking for a new monitor. When my monitor started blinking in and out, one day it simply blinked off and never came on again. Monitors do wear out, but only when you really, really, really need them or can't afford to buy a new one.

You should try another monitor. If it works then get a new one. If it doesn't then it could be your video card that needs replacing.

Mine did that so i got a new one and gave the blinky one to my brother, he had it fixed in a day, seemes something was getting too hot in there and he replaced it, i would have to ask him what it is though. He's still using it.

the magnetic regulator is on it wasy out , or you have dirt power,
try a bps batery backup system . or you are getting magnetic interferance. you have a speaker net to it or an ele motor
may be you video card also, re-seat it .
is you power supply putting out enough power

If it is blinking lins horizontally it broken and you have to get another one. It happened to me we had to get a new one
