yes, these debts actually constitute a huge part of their problems because they spend so much of their scarce monteray resources trying to pay them back that there is hardly anything left for education, healthcare, infrastructure etc. of course national debts are not the only reason why third world countries have problems, but they are one of the reaons. debt relief is a major issue a lot of aid organisations and activists are campaigning for. last year debt relief was granted to a number of african countries by the g8 - after intense campaigning by ngo's - but apparently not much of that has actually been ratified yet, so the fight goes on.

Yes, very much so. Most of the non-third world countries have lent money to the 3rd to for various reasons. The US has forgiven a lot of debt over the years.

YES YES YES. big ones and we just keep on forgiving them. every loan we forgive becomes a gift and that comes right out of the american taxpayers pocket.
we should never have forgiven even one thin dime of debt from anybody.
what would happen to you if friends borrowed money from you and when they ran short you just forgot it?
good thing we don't have debtor prisons anymore eh.
